CML is a special-purpose limited liability company formed in New Hampshire to provide administrative support services for not-for-profit and quasi-governmental entities.  Its principals have specialized expertise in the financial services area, with particular focus on insurance financial reporting and regulation.  CML has demonstrated ability to blend entrepreneurial and regulatory skills to initiate, restructure and/or administer unique organizations active in regulated industries such as health care, insurance and education.  CML was formed in December of 2001 initially to contract with the New Hampshire Individual Health Plan Benefit Association (now known as “New Hampshire Health Plan” or “NHHP”).  CML worked effectively with NHHP’s Board so that the high risk pool was able to accept new enrollees as of July 1, 2002, the first date allowed by the New Hampshire legislation.

The transfer of assessment administration to CML gave rise to an early demonstration of CML’s strengths.  CML’s thorough work identified significant under-reporting of assessment collections during the prior administration.  Working cooperatively with the NHHP Board, the Commissioner of Insurance, and industry representatives, CML designed an amnesty program which was considered fair by all participants.  Under this program, CML promptly proceeded to collect all sums due as additional revenues to NHHP (over $1.7 million).

CML also has demonstrated expertise in grant writing and administering.  During the period in which CML administered NHHP, it secured maximum available grants (totaling over $3.3 million) possible for a state New Hampshire’s size under the available federal funding programs.  CML worked with Congressional representatives and governmental officials to adjust both the federal statute and administrative grant award rules in a manner fully responsive to the needs of the State of New Hampshire and consumers generally.  CML also secured the maximum $1.0 million award for Vermont’s’ potential alternative health mechanism.  In multiple legislative sessions, CML has provided detailed testimony and analysis to legislatures in New Hampshire, Vermont, and Maine.  CML does not perform lobbying work, but has repeatedly been commended by legislators for the clarity and helpfulness of its presentations and, occasionally been invited to assist legislative committees by representatives from both sides of pending issues under consideration.

In November of 2002, CML was contracted to provide administrative services for the then newly-formed New Hampshire Vaccine Association (“NHVA”).  NHVA’s purpose is to assess insurers for the cost of vaccines provided to certain children in New Hampshire.  Working with the NHVA Board, CML helped NHVA get off to a remarkably successful start.  This was evidenced by delivery of the full private insurance share for vaccines (over $2.1 million in 2003) to the State of New Hampshire, ahead of schedule and with costs of operation under budget.  By June of 2008, CML will have delivered well over $36 Million to support New Hampshire’s universal childhood vaccination program.  CML has stressed efficiency in its operations and has for the last several years paid for 100% of the cost of operations (including those for CML’s services) and a modest build up of reserve assets out of the float it manages for NHVA under a risk-free investment program.

As startup assessment administrator to both of NHHP and NHVA, CML serviced all aspects of billing, collecting, managing, and accounting for assessments in accordance with the respective board-adopted (with CML’s design assistance) Plans of Operation.  CML also designed and administered assessments for the New Hampshire Small Employer Health Reinsurance Pool.  In its role as Executive Director for NHHP and NHVA, CML provided administrative support, management of other service providers and programs, interface with consumers, members & external agencies, and reporting & public information requirements.
                                                                                          
Despite the challenging economic climate, CML has assisted its clients in attaining strong financial performance.  Member assessments in the NHHP were dramatically reduced over the period of CML’s administration, despite adverse trends in risk pool financial performance nationally.
